He has a vibrant personality hell-bent on a good time (which consists exclusively of drinking, fighting, eating, and many other such primitive forms of pleasure). He was considered an elite level soldier in the old Alliance and as such had an air of confidence about his strength, though he doesn't put others down to build himself up. He knows his limits and seeks to break them. Despite his status- he is laid-back most of the time and doesn't get uptight about little things.
When he IS peeved- he's known to be a bit mouthy. He's the type that likes to talk-back and sass people who piss him off. This gets him in trouble fairly often with his superiors when they get all condescending on him. He knows just what buttons to push to get people riled up, and in the end it always backfires and winds up getting him in trouble.
Most Saiyans are war-like and are fairly disconnected from their emotions. Compared to most Saiyans however - Tarro has a small, thin light of humanity. He is war-like and loves fighting sure, but he's fairly calm in his approach in most situations and contemplates his actions instead of relying on impulse. He also loves his race, as he was fairly broken up when his planet exploded and he lost his team in the evacuation efforts. He was the lone survivor from his squad when Natto exploded, and as such it has deeply angered him. He has repressed this anger in an attempt to avoid dealing with it, but that event shook him to his core.

Tarro is a slim yet well-built man of a shorter stature - well toned for someone of his size. His hair is spiky and stands mostly upwards save for two rather sizable bangs that cover most of his forehead. Like most Saiyan warriors he has pitch-black hair and rounded, black eyes. His skin has a light tan to it, and his face usually holds a rather serious demeanor. He rarely smiles due to his grumpy attitude, and when he does smile it has kind of an obnoxious smirk to it. He has typical brown tail that he either keeps wrapped around his waist or hanging out freely depending on his mood (after all there's no reason to hide it).
On duty he wears a green custom-made version of the Saiyan battle armor over a medium black long sleeved jumpsuit with dark grey fingerless gloves and boots. The armor is standard for the elites of their race (most commonly affiliated with those of Natto and Tomoroko's school of fighting). It is what he wears all the time both for its protective qualities and as a statement of the pride he has for his race (both on and off of duty).
Backstory:

Tarro is a full-blooded Saiyan (as rare as those seem to be these days) who was born into an Elite class. His father, Kail, died long ago (during the days of the Empire and Alliance feud) around the time he was born. Tarro never knew him. His mother, Leria, was the one who trained him growing up. She was a stern woman who whipped him into shape, as he was a fairly bratty kid growing up. She knew her son had potential to be something special and thus did not go easy on his training. He showed great promise and eventually ended up on a squad in the Alliance.
Over time Tarro became kind of a shadow, a nameless face in the organization. He performed his missions when asked under a squad, he did his duty. He got stronger overtime by training and fighting constantly, but his lack of talent in unlocking his Super Saiyan transformation stagnated his growth. Tarro thought that perhaps it just wasn't meant to be. Not every Saiyan could become one of the legends. And he was okay with that (or at least he pretended to be). His growth after that kind of hit a wall. He was still fairly strong for a Saiyan, but he never rose to become one of the greats. He learned to fight with his mind, developing an arsenal of techniques that would overpower and outmaneuver his enemies.
One day he and his team were just palling around at a bar on Planet Natto. It was their day off. They had some Arlian Ale, threw a couple of swings at each other in their regular bar brawl. It was a good day. Until Jarvis showed up. They didn't even notice the disaster until after the planet exploded. By some bizarre luck - Tarro was the only one who survived the explosion, a rescue ship saving him as his energy barely sustained his life force in dead space. Tarro had been trained on his space resistance, able to temporarily withstand the cold vacuum. Subconsciously his energy did so again on instinct as his body drifted in pieces. In a rejuvenation tank he was asleep for days. All he could remember were the screams of his comrades, burrowed deep in the recesses of his mind.
When he woke up his body had been fixed, but his comrades were all dead. Something died on that day within Tarro, despite his miraculous survival. Since then his motivation to fight has dwindled as he gets over his drunken stupor drinking away the pain of his loss. He arrived on Saiya because he couldn't even look Komatsu in the eye after he failed them all. He didn't like Nasu, but he was sure that if the newly proclaimed King had been there... then maybe things would have been different.

[EULT-3] Super Galick Gun: The ultimate technique passed through the royal bloodline of the Saiyan Empire. To perform the Super Galick Gun, the user places their hands up to their side and forms energy between their hands. Then they fire a Galick Gun that is bigger and much more powerful than the normal version, inflicting a huge amount of damage. Mechanically, the Super Galick Gun is an extremely powerful attack that takes a while to fully charge. Its charge, however, grows greater with time (Starts with 100% > 200% > 300% > 400% > 500%). On top of that, the power of the attack is so great that even if dodged, the enemy will still take some damage from it, due to the sheer energy released, depending on the charge (starts with 20% > 40% > 60% > 80% > 100%) [High final damage. To perform the Super Galick Gun, the user places their hands up to their side and forms energy between their hands. Then they fire a Galick Gun that is bigger and much more powerful than the normal version, inflicting a huge amount of damage. Mechanically, the Super Galick Gun is an extremely powerful attack that takes a while to fully charge. Its charge, however, grows greater with time (Starts with 100% > 200% > 300% > 400% > 500%). On top of that, the power of the attack is so great that even if dodged, the enemy will still take some damage from it, due to the sheer energy released, depending on the charge (starts with 20% > 40% > 60% > 80% > 100%) [High final damage.
