Personality: To-Ouma is a quiet and stand-offish character. He prefers the peace and quiet he gets on Namek, compared to the bustle and hustle of more populated and more modern planets. He has something of an affinity for nature, and he can often be found meditating in the wild, as the serenity of a landscape empty of buildings brings him no small measure of peace. Despite his love for silence and tranquility, To-Ouma is an avid martial artist. He trains regularly, as he expects that one day, trouble will come to Namek. To-Ouma believes in being kind to others, even if they're nothing more than a minor annoyance to him. Kindness breeds kindness, as hate will breed hate, and To-Ouma refuses to be the propagator of the latter.
Likes/Dislikes:
To-Ouma likes fresh air, fresh water, and peace. Quiet can be lumped in there as well.
He is not fond of disruptive people or influences, especially if they end up causing harm to something or someone. Be it a kid learning how to use Ki properly, or a villain attempting to overthrow his world, if they interrupt his meditation, they'll get the back of his hand.
As stated above, To-Ouma enjoys meditation. He particularly likes to meditate near running water.
To-Ouma actively dislikes fighting, but this doesn't stop him from training regularly; he knows that someday, his strength may be required.
Aspirations: To-Ouma only wishes to protect Namek, and the rest of the Universe from the whimsical threats of those who would do harm to others.

Appearance:
To-Ouma stands at seven and a half feet tall, with bright green skin. The fleshy parts of his body are a very pale pink, instead of being the typical darker and more saturated pink. His eyes are a bright orange color, with no pupil, like most Namekians. His body is rather devoid of scars and marks, as To-Ouma has seen very few fights outside of proper training. Despite his lack of scarring, To-Ouma's body is rather muscular and fit for his species. His antennae are firm, but droop a little until the ends rest just above eye level. His skin is devoid of wrinkles, as he is quite young.
To-Ouma's attire is rather simple. He wears green boots that are a few shades darker than his skin. His baggy Gi pants are a lighter green, though still darker than his skin, and are made of a light cotton. His under shirt is a very light green with yellow trim, and hangs off of him loosely. Or rather, it would were it not for his green gi jacket, which is much more form fitting than the shirt beneath it. It is held to his body by a yellow belt tied around his midsection. His attire is completed with a yellow cape, which billows behind him.
Backstory:
To-Ouma is a young Namekian, who was born into a small village of Dragon Clan Namekians on Namek. His father referred to himself as a healer, and he had been lightly trained in the use of Ki. Growing up, To-Ouma was educated in the art of healing by his father, who taught To-Ouma to harness his inner energy at a young age. His father would often take To-Ouma out to the wilds of Namek, where they would spend hours meditating and clearing their minds. His father told him that in doing this, they became one with nature, opening themselves up to new energies that would help bolster their own healing abilities. To-Ouma thought that was a load of garbage, but he enjoyed the process of emptying his mind nonetheless.
At some point in his early life, To-Ouma's village was visited by an offworlder with a strange fuzzy tail. The man in question had crash landed his spacecraft, and To-Ouma and his father tended to the man's wounds. The man, who turned out to be a Saiyan named Beeto, thanked To-Ouma by offering to instruct him in self defense. And for the few months that Beeto stayed on Namek, he would train with To-Ouma five days a week after To-Ouma's had finished his daily duties. Alas, nothing good lasts forever, and Beeto had to return to Planet Sadala. To-Ouma retained the lessons he had been taught, and continues to practice to this day.

It wasn't as if Namek wasn't enough for To-Ouma, just the opposite; Namek was his home, and he would always return to it. But he'd spent almost the entirety of his youth on its grassy blue plains with his village. He'd spent hours of his life meditating in the wilds, and had seen the life it had to offer. And sure, there were probably plenty of places he hadn't seen, and plenty of people he hadn't met, but the rest of the Universe had the same charm. The entirety of the greater Universe was a mystery to him, from its races to its locations, and if To-Ouma was going to spend his life anywhere, he wanted to be in a place that he didn't know anything about. Namek was his home, but To-Ouma couldn't stay on it forever, nor did he want to.
And so here he sat, in a small cave behind a waterfall, contemplating his short life on the green and blue ball. It was peaceful, and quiet, and safe. Those were all qualities that To-Ouma liked and appreciated, but he couldn't help but wonder what else was out there. He knew of the Saiyans, and the Tuffles, and their planets. He knew about the rest of the Universe in general, as even on Namek, people were properly educated. But he'd never seen the rest of the Universe with his own eyes. To-Ouma had never been to another planet to meet another race. He'd never spent a day in their wilds, a week meeting their people, nor a month breathing their air.
And that had to change. Soon, To-Ouma decided, he would leave for greater things. But for now he would meditate.
