No matter who they appeared to be, those who were in hell were meant to be there.
Even those who had committed what they considered to be small evils, had a place there. Those who were willing enough to revive, would be guided towards that path through their own desires, though escaping that division wasn't meant to be easy. Especially with the recent individuals who managed to do so, and the power they held, which could rival against so many. A new God of Creation like herself, wouldn't be able to match their strength for a long while.
But she had time, and those who were currently fighting in the Tournament of Power, would soon return to care for what she yet couldn't. The other Kais could do the same, if they were too tired to, or refused. Though whether they did or didn't, Lord Lagerus would go on to enforce things in the end.
It hadn't been too long since her trip to hell, where she waited long enough to see the new souls come through, before ascending back up and towards her own planet. She had been exhausted by then, and recuperation had been needed, in order to relieve herself of the hardships she could feel down there.
Rin, had never failed to take care of her in that way. There had been so much negativity down below, even the Bijou that she had encountered, unsurprisingly had plenty he just didn't reveal. That man held caution where it wasn't necessary, and was so persistent that she was around to come do harm to him.
It gave her so much to think about while she took in the peace her own planet gave off, and just what her false appearances had meant. Her behavior wasn't something she had planned to change for either of them. She was a being full of curiosity, but also joy, and the questions she held in her mind, were meant to learn. Observe in the kind of ways she normally couldn't, had she chosen to remain in isolation. There was such a large difference with experience.
Would more things reveal themselves, if she thought about more on who she had pretended to be? Their faces she had made from a mesh of what their beings looked like, and what she found to suit her. While their names she supposed were meant to express the kind of people they could be, at least in background.
Kira, the Human/Saiyan, who had found herself in hell for some misdeed, she had yet to come up with. The lack of a halo could be explained by some uniqueness. A soul that was still in the living realm, as she wasn't truly dead. For someone like Kira to find herself in hell, there must have been some lesson there to be learned. Similar could be said for Hikari, whose form she decided to take on after explaining herself to the onis around here.
A Konatsian girl, who opposite of Kira, was a being as rare as seeing a Bijou around somewhere like Namek. The only thing she lacked was a sword of her own, although asking the other Shinjin for a suitable weapon, knowing the Kais before her had created so many unique ones, it'd take some time to find what she was looking for. Though it wasn't going to be necessary for her right now anyway. If she was going with the story she was live, but appeared here to serve some kind of purpose, then it was easier explained that way. More souls would be passing through in this division, knowing the battle in West City.
Time was so loss on her, the idea it might have still been going on, wouldn't truly be a surprise. Between the two divisions, they seemed to have just about an equal amount of souls who remained nothing more but clouds. Though those who had actually managed to form bodies seemed more frequent around here.
The lives those here had, meant just as much as those souls who were in hell. There was a certain reputation for individuals living on both opposite ends, and only their actions within this realm, would determine just what they were capable of doing, should they choose to revive and become much more.
She sat alone near a body of water as souls had passed her, feet dipped in until it had reached up to her ankles. She wasn't at all used to the cold of what this place had, but it was to be expected knowing this wasn't her own planet. Even the grass was so much different than what it could have really been.
With all of the souls around, she supposed they couldn't really cater to just the temperature of one person's body. But the difference between what was offered to those here, compared to something of her own creation, was sharp and noticeable. She wasn't displeased, but more curious about how long it'd take to get used to. Down there in hell, the conditions there had never really settled and adjusted. It was more like a constant weight on her shoulders.
One thing that was at least fortunate, was that she'd at least find similar to what her home had, walking around here. The air wasn't too hot, and the land seemed to stretch out for miles in the same manner. She held some knowledge of where things were around here, like where the check-in station was, though a majority was unnecessary to go sought out. Several of the mortals who had the blessing to Kaioken, had been here at one point or another, before their revival. Even the former Queen of Earth, Rinako, she knew was likely to be somewhere here. The space was just too great to be able to feel their presence.
Though she knew for the persistent, they would be guided to those they had wanted to meet the most, if they had truly put their thoughts into doing so. This division was meant to give them peace beyond what hardships could come from the mortal realm. All of the tension that could be involved, and all worries, were meant to disappear here. No weight would really be carried on one's own shoulders, especially when not all was capable of the far-seeing arts.
She found herself closing her eyes, as her body and mind had found that point which could take her into a state of meditation. It was quite possibly one of the universe's greatest feeling. A blessing to experience, knowing the kind of connection and peace which even the surrounding noise wouldn't disturb.
She could be alone with her thoughts like this.

Well, Holly managed not to fall into Hell. So she got that out of the way at least. After that was... Heaven. It honestly wasn't what she was expecting. Was she supposed to remain a cloud for all eternity? Well that was rather boring, to say the least. Heaven was supposed to be a paradise wasn't it? Granted this place was peaceful, and safe from all the horrors going down from there. But her actual body being the trade off seemed like a very steep price to pay. Still, it gave her quite a bit of time to think about everything she was told, and to reflect on all that had happened. <I wonder if Lumis and the others will be able to get Project Saint going. Although is there any point now? It will take a long time to come to fruition, and we seem to be out of time now. I don’t know why I’m thinking of this. It’s not like I could affect anything even if I wanted to.>
Since coming to this place Holly had come to another realization pretty quickly. She was unable to sense anything that wasn’t in this realm. The afterlife seemed to be cut off from everywhere else. She wondered if it even had a tangible location. Afterall, she was in Heaven with all these other clouds.
Holly didn’t know how long she was there thinking. Time seemed to have little meaning here. She didn’t interact with any of the other clouds there. Sure there was a chance that someone she knew was there, but she didn’t want to talk to anyone from Earth right now. She felt as though she had failed them all. She felt guilty enough as it was without actually running into a fellow Earthling.
Eventually Holly did decide on a course of action. That giant at the check in had said that beings called the Kaioshin might be able to answer her question. Of course Holly had no way of knowing how to get into contact with any of them. Even if she could, she was just another cloud right now. It wasn’t like she stood out in any way.
Unlike the girl who was currently sitting next to a pool with her legs sticking in it. Yes, legs. This person had a body. They looked fairly human, although their pointed ears were a bit of a giveaway. Still, Holly couldn’t make any assumptions. She still didn’t know how this world operated or the beings in it. Still, this person was as good a start as any to get some information. Holly floated over to her, floating in front of her over the water to get her attention.
“Good day to you. I couldn’t help but notice that you still have a body. I was wondering if you came here with everyone else, or if you worked around here. The latter would be preferable, although the former wouldn’t be a bad either.”
Who were these two really supposed to have been? How were they really important enough to appear in the afterlife alive, rather than dead? What about them allowed the possibility of frequent visits to this realm, that others didn't give the privileged of? Both were dependent on her own power, which wasn't yet great enough to be anything impressive. Being two distinct races as well, she'd have to come up with a background on any lack of involvement.
For someone like Kira, she supposed her own involvement could be blamed on an earthling upbringing. There were enough hybrids around to use that as an excuse, and buy into the idea she knew of both heritages, but pushed away from one, until a certain point had brought her into the afterlife.
The Konatsians weren't at all a common sight around the galaxies that saw frequent visits. Plenty of them were still around, but why would one make a trip to the more common planets, if news of danger there, so often got passed around. Some kind of challenge she might have felt an attachment for?
It wasn't difficult to picture her own face in this form, and carrying that kind of expression. Which going this route, only meant that Kira should have been the opposite. More aggressive, maybe? She had a taste of what that was like down in her trip to hell, seeing that Bijou go back and forth between being willing to talk and not being that way. He was so certain that something would happen, and the force of that belief was inflicted upon her in that spar.
Accommodation was needed for that kind of behavior, yet it was necessary to keep in mind where she was. Mortals so often said someone too willing could be taken advantage of. Being a God of Creation, she was meant to guide them into opportunities that would continue to shape their path to something Lord Lagerus could be proud of. But for as much hope and arrogance that mortals were capable of showing, she had seen they could also lose that drive.
Whether to see it as fortunate or not, their deeds in life would have to be looked at. She had the hope that all mortals were capable of changing, knowing she wished those of her own kind, who had gone corrupted, might be able to do the same one day. Though in the end she wasn't the one meant to judge them.
Pages of notes had flashed through her mind, the more she had thought about who Kira and Hikari were meant to be. There was no right answer, but a consistent one. If these two forms were meant to be ones she actively used to interact with the mortals, she couldn't keep changing around details.
Her promotion into becoming Supreme Western Kai was so full of history, belonging to so many different beings. What place these two forms had that could have them be chosen and given privileges in this kind of way, she tried to search for an answer, and only had came up with one possible idea.
The attendant of a Kai, were the only ones who could be able to travel between the realms, while still being alive. She remembered reading about how a Saiyan had been made into an attendant, and such a blessing was rare, knowing so many mortals felt similarly when pursuing certain things.
Those who were qualified, usually had a life to tend to, rather than settle down into a position like this. It was believable for either of those two, even if it wasn't true, and most mortals wouldn't know that wasn't reality. The others didn't seem to be so open with their interaction prior to the tournament.
As easy as it had come to be settling in enough to ignore the world around her, it wasn't unquestionable for voices here and there to slip into her peace. How much of it grew louder, depended on what they said, and this one was asking something that broke her out of this trance state.
"I haven't died yet, no. Though it certainly feels like a dream being here."
Her eyes had opened up to look at the cloud in front of her, where her senses were able to recognize the value of the soul she was seeing. It wasn't monetary by any means, but rather a feeling that who she was looking at had importance. She pointed her finger up at her head to show that she lacked a halo, and judging from this one's words, she had yet to see any souls who did manage to restore the bodies that they had once had.
The ideas that she was one of the workers though, was interesting, knowing her presence and Queen Yemma's own greeting, would answer that it wasn't too peculiar to have a body up here. She had only stood out by not having one that was transparent, as was the usual for the souls who managed to.
"You think I work here? I know I've been here before, but that doesn't ring a bell to me. Though if you want me to show you around, I can."
Someone like Hikari, under the idea that she wasn't certain why she was here, would have been confused, but accepting that she wasn't in the mortal realm at the moment. But the trips prior to this soul's arrival, would have been frequent enough to have a gist of where things were around here exactly.
It was easy to fall into the sporadic movements, her hands resting onto her lap as she more straight up and eyed the cloud. The confusion wasn't difficult either, knowing she wondered herself how much trust this soul was putting into someone like her, just because she held a body up here.

How could this person not be dead? They were in Heaven after all. But Holly did see that she didn't have a halo once this person pointed it out to her. There were very few people who had their bodies, but those who did around here did have a halo. Then that meant that this person had to work here.
“You’re not dead, so that only leaves the possibility of you working up here in some fashion. I wish this was just some type of nightmare. That I will wake up back on Earth. This place is nice, but dying is something that I would have wanted to remain a dream.”
The girl stared at her. If she still had a body, she was sure it would shiver. This person seemed to be gazing into her very being. She was probably looking too much into it. How could someone get a read on a cloud? Still, she couldn’t help but have the impression that this person was studying her in some way.
“Well whoever you are, I would appreciate being shown around here. I’m not very familiar with this place. I suppose that is going to change in time though…”
Holly was going to let this person show her the ropes. Maybe she would find out more about these Kaioshin in the process. At the very least, she wanted an answer as to why all of this was happening. And whether or not her efforts would amount to anything.
She understood the idea of why mortals did so, having read about it, and observed moments of their lives where what they felt, had all but made them stand still. It was as if in those final moments, they had been waiting for the impact, rather than using whatever last bit of energy they could to move.
That might have been happening now in West City, to those who were brave enough to face such an invasion. Which made her wonder if this soul had been one of them? The universe was large, and there were people around that held importance, or positions where those there relied on them, just as much as her own.
It was understandably and unsurprising to hear about those who died, fall into a sort of disbelief that they were. There might have been some of that here in this cloud, although she also saw the possibility they were willing and determined to leave this realm for as soon as they could. A privilege that not even those who had been blessed enough to learn Kaioken, could have been granted. Only an attendant to a Kai could have really broken the rules here.
Throughout her existence so far, her own existence had held comfort about this realm, and the divisions keeping the souls from joining together. She knew and had heard of mortals who would have wanted both to coexist, although it had always been like this, as far as the last Kai had knew.
To change a system that produced results, or to judge that there was a system in place at all, even through death, were troubles burdened by the soul itself. Ones that weren't meant here. This was a place to be from the living realm, and what could possibly go on. A safe place of no disturbance.
"If you were hoping for something unpleasant, Hell is supposedly a good place. Though to switch from one to the other, I doubt would be that simple."
Here a soul was, confiding in her something so personal. It might have been out of desperation, as it wasn't uncommon to also feel lost, before regaining their spiritual bodies. But the trust put into her, for something so simple as having possessed a body, was rather earnest. She had liked that.
The best thing she would have said this one could have done however, would have been to forget these troubles, until the time had come for her to go back to the living realm. Most souls tended to at least reincarnate, rather than go back to their former lives, knowing they didn't want to burden themselves with the knowledge that this realm was in existence. It could be quite troubling to know and hear of what she and the others had considered to be normal.
Good and evil were always going to clash with each other, rather than be wiped out entirely. The proof of that had been with the rare blessing regarding the Tournament of Power, and the chance to save this universe, knowing the mortal level was so low. Her own need to take action would increase tremendously, filling in for those Kais that they had lost. It was a big role to fill, and only her own lack of strength that kept her from crossing galaxies.
"Yeah, I'm pretty sure I don't work here. Though I do still remember my name at least. Hikari."
Carefully stretching her arms out as she smiled at the cloud, she recalled information about how mortals tended to also hold their hand out as a greeting. A gesture that she had followed through with. The surprise that had came from her was meant to have been fake, although she truly had never really touched a soul before it could regain its body. Her own hand was pulled away rather quickly, but it was incredulous to know it really passed through and reformed.
A feat like that, many mortals likely didn't realize was useful, or might even forget they had such a skill. Regeneration wasn't given to many beings, and the ones that did have them, weren't typically put into too many situations where it could be used. Though it still held its merit for those who could.
"I guess we could start going off in this direction. The few times I remember being here, traveling around was pretty easy. You know that kind of feeling you get, when your body is on autopilot? One blink, and you move from one place to the next? It's a bit like that. You should watch the other clouds here, and see how far we can get from one."
The more that she had spoke while in this form, the more her mind had flashed through images of mortals who were considered to be peppy. They had a certain energetic bounce in their movements, which had felt so right for someone like Hikari to have taken on. She could hear the way her own tone carried that kind of enthusiasm, the way she was turning from one direction to the next, going on to emphasize what this form of hers would have considered to be fun.
If this soul was willing to go along with it, their troubles could be temporarily forgotten for a bit. No matter how important this soul was, their time here in the afterlife was meant to be a change and reflection upon the actions that had led them here in the first place. To do better than they had been.
"What's your story anyway? I should be able to ask that, right? It's hard to tell when you're a cloud, and I don't think it's been long enough for you to get back your body just yet. Though I don't really know when it's supposed to happen myself. It probably varies for people. I've seen it happen though."
She had started walking in a direction she had chosen, where the best place they possibly could have gone, might have been the sakura blossom trees she knew was around here. Capable souls that should have been able to form their bodies, would have been able to been found around here somewhere, if one had really tried. As they were starting to move away, any brief glances thrown in the opposite direction of where they had come from, would reveal the truth in her words. The lakefront that she had enjoyed being at, was slowly getting farther and farther away, in what would have normally taken quite some minutes.
But time didn't really matter here, and not being completely familiar with the place herself, she was relying on desire.

Well this person certainly had their head in the clouds. It was hard to tell whether or not she was joking when she said that she could go to hell if she wanted something more unpleasant. Switching to that place? Who in their right mind would do such a thing?
“Pray tell me, what madness would drive someone to deliberately seek out eternal torment? Even if it were simple, I can't see anyone making that decision.”
So they thought they didn't work here? Either you knew or you didn't know. Still, this strange person was the only one she could talk to right now. She wasn’t going to find her way around on her own.
“Pardon me, I should have introduced myself from the start. I am Holly Dae Valiare. I was the Queen of Earth, but that doesn't mean anything here. I imagine many important people are stripped of their titles once they die.”
Holly couldn’t return the gesture of the smiling girl. She had extended her hands out as though to shake her, but they passed right through her. She didn’t feel anything at all when her hand slid inside her cloud form. It reformed the moment the girl withdrew her hand. This body was going to take some getting used to.
Holly took the advice of the strange girl. She did find floating around a bit easier after her advice. Holly was a fairly fast learner. She was able to get a general idea of what she was supposed to do from the people around her and the advice that was given to her.
Holly normally would be so casual about talking about personal manners. At this point though, what did it matter? She was dead and was going to be here for the foreseeable future. She might as well get some social interaction from it.
“It’s a long tale. I’ll shorten it as much as I can for you. The Earth has been in a precarious situation ever since the Saiyans attacked. I was forced to evacuate as many people as I could to Bris. Since then we’ve been under attack constantly at every turn. I decided make a final stand against the most recent attack. They were too strong for me to deal with though. Humans are at the mercy of every other species out there.”
The bitterness was plain for all to hear. Holly had done her absolute best to keep everyone safe. In the end it seemed as though nothing she did even mattered. The battle looked completely hopeless from her end. Despite all her plans and strategies, it had all fallen apart at every turn.
“I’ll get my body back when it naturally forms. I’m in no rush to acquire it again. I’d rather keep this form for a little while longer: in my current state I would appear unsightly if I changed back.”
It was easier to hide her emotions as a cloud. All the pain, all the suffering she went through would be very apparent if she had her body. Even now Holly cared about appearances. She didn’t want anyone to see her in such a pathetic state. It was better that she remain like this until she could compose herself.
There were beings she knew of, the Angels, who felt similarly about the universe and those who were within it. What was right and wrong to these mortals, she had more of a role in setting up this path, but whether or not they had actually achieved it, it was their own efforts and decisions to do so.
It would be a blessing if they could manage to reach what they had desired, and a misfortune if failing to, was enough to have them reach a darker path. To guide and present opportune moments, didn't require any real attachments, beyond her own feelings on the matter, which wasn't above her own role.
Had she been told to focus on actively training, rather than being at her leisure and finding growth on her own pace, it would have been time she spent doing what she could to achieve it. There was no soul, beyond those who had the blessing of learning Kaioken, that she was obligated to really help.
Even this one, as important as it had felt like it was, the best she could offer it after learning who they truly were, was a viewpoint on where they could go next. Maybe even the idea that she might have met them again in this form. It was hard to say really, as there were so many mortals out there.
"Suicide, from what I've heard around here. Those type of guys usually regret what they've done, you know? And the bad ones who don't are likely to end up there anyway."
A shrug had came from her after her answer, thinking back to this concept with death, where mortals had willingly chosen to take their own lives. Whether or not it was to escape a situation that was grim on their end, or because they had accepted there was nothing in that realm for them, it wasn't unusual.
The option of reincarnation would be there for them to take if they had chose it, and things would move on. If even her fellow Kais were capable of discarding their own values, for the lives of what other beings would have considered to be lesser, there was no wait on a return of who they used to be.
"Earth, huh? That's pretty far from where I'm from, though I wouldn't be too hard on yourself for dying."
That wasn't what this soul had really admitted, the idea of not being able to accept death, but it was a plausibility, which had also gave way to further responses. For someone like this and with such a position to end up having fallen, the battle on earth must have truly been loss for the mortals defending.
They no longer had a Queen, and while she knew there was a Kaioken user who seemed to have passed on and returned several times now, memories intact, it seemed like it would have only delayed the situation. Those demons had a tight grip on the city that they were likely to have win, and the consequence lied in the many souls that could arrive. Just why was it, that the universe's strongest, had no substitutes that could have filled the role of defenders?
"And you think there's no time for it?"
While she had been more than free to stretch out her arms as they had moved, along, the soul was so limited in what they were able to pull off. It only made her think more about what this form of hers could have offered, beyond a failed handshake, in an attempt to have displayed a nature that was elusive and laxed. What she had seen were thoughts of lightly punching the cloud in what would have normally been the arm, or moments where she could lean forward.
It was behavior she had read individual mortals could take, and the movements that came along from doing so, she could feel was starting to be something she was used to. Similar had happened when she had met that Bijou in hell, but in this division, the experience was just so much more pleasant of a visit.
"Sounds to me like you guys should have tried hiding on Namek."
There was bitterness in that voice she could hear, and paired together with her own nonchalant tone, it could have been seen as insulting. But brushing things off in this way, and not giving too much concern for certain situations, was what it seemed like this form would have thought to be reasonable.
She could already picture other things to bring up as well, that would take away attention from this soul's thoughts about her losses. It was better to move on, if not train to prepare for the prevention of another incident like that from happening. Failure could still be an option, or this soul might not have felt up to doing anything at all, but the option was always going to be there. It would only be up to them to decide whether they should grab it.
"As for me, I really kinda just 'wake up' here, you know? And then like after awhile of being here, I just go back to where I was before. I've talked to some other clouds that said it might be some kind of test, but it beats me on what that would be. I don't think I'm that special or anything."
The explanation was the best interpretation she could have gave, without revealing who she really was. Offering the belief that someone like her, who was without a halo, was here because she was being tested. She hadn't mentioned how long or how many times she had supposedly been here, but that was for this soul to have pry into if they had chose to. They weren't likely to figure out who she truly was however. Especially knowing she had warned the workers.
Their arrival at the field of cherry trees, had it to where she had just plopped onto the grass for a seat, after her hand was briefly held out to materialize what the mortals would have considered to be a picnic blanket. An ability which the souls would be capable of bringing to light themselves.
Most relied on the Onis around here however, due to not being able to retain their bodies. Those who were like that, there was only so much fear they could have for a place like this. She had been told the air around here, could be quite similar to what they were used to. And being here like this, it felt nice.
"I mean, I'm not going to really judge if you've got an ugly mug. Nothing to do about that besides the reincarnation I assume they have up here. As far as I can tell from word around here, only a few people who go back to living, really remember this place."
There was no need to really eat up here, being dead and all, so all she could really do was face this soul cross-legged, while thoughts ran through her head on what to approach this soul about. There was no real effort on her part, as so many things were coming easily to her. For here she was with a kind soul.
"I don't suppose you got any real plans then, from when you do get a body, or decide to see if returning to life is a thing? Your planet's probably dead if it was bad enough to get you killed. Makes me wonder where the gods are around here, and how much help they actually give."
Her hands were resting on her lap as she had leaned over. If there was going to be an insistence she wouldn't regain her form too soon, then the only real thing to do besides giving some company to the soul here, was answer what she could have, that this form of hers would have been able to reason was true.
"So, do you've got anyone you know you're expecting might show up around here? Long as you picture where or who you want to go towards, it should be pretty easy to find them, though would maybe take some time. Except maybe the higher ups around here I guess. That line back there is where they usually show up, but you've gotta have like some distant relative or something up here right?"
Most mortals tended to believe they lived a good life.
