Marked Ones
[Extremely Hostile]
Conditions/Goal
The Marked Ones are a faction that Vampires, Kold Demons, Elemi, or Bijou can default to, so long as the following material is recognized. Being apart of the faction does not give any members without explicit permission from Rukia, a right to closely associate with her, nor claim that they represent her. Earthlings and Saiyans are also barred from joining the faction, in respect to Kold Demons, with some exceptions made due to agreements.
The faction is not also limited to the subjected races, although those who don't fit the criteria will be handpicked by her, no matter the beliefs of any allies. Those with a power level of 200k-300k, or are in a position of influence, are likely to gain her interest, but are still subjected like the other members of the faction on the idea that moralities should align with Rukia and allies. Members are expected to follow the laws of the planet, and act reasonably within the interests of Rukia and allies. In return, usage of resources, provision of resources, and favors to kill targets will be provided.
Agreements are always being made by Rukia, but she will not invest in an individual if they have a laughably small power level, nor is she required to meet with any individual that is subjectively idiotic enough to trespass on territory with a history of being hostile. Members of the faction, so long as they're not excluded by Rukia, have a right to kill or vaporize trespassers on the spot under these conditions; An outsider is causing what members of the faction are deeming an issue, or they're recognized as an unwelcome outsider by members of the faction. Both cases are considered with a refusal to leave.
Faction members that are not at least 200k in power level, and haven't been made an exception by Rukia, are prohibited from killing or vaporizing trespassers, as their judgment will be taken less seriously due to their weakness.
Certain things are subjected to change if prompted. Members of the faction are likely to have their own goals, and pending on how reasonable, these goals will likely be met given the time and conditions to carry it out.
History
The creation of the alliance began the day Rukia had claimed independence from her coven, through deciding to walk out one day during a time when she was expected to return. She was chased down and forced to defend herself, or risk being killed for what was an obvious betrayal, as the coven held certain rules that were meant to be followed. Having survived and killed those chasing her, despite being a Vampire with the standard month of training given to them, she winded up traveling to various cities to recruit individuals willing to work with her, using her speed to go back to her hometown due to school.
However upon gaining power through her independence, something that generally wasn't allowed while being a number amongst her former coven, she managed to find the kind of success that made school less a priority, with frequent absences taken and made up for through weeks of extra schooling or private tutoring. Being introduced to the world where aliens tended to show up to Earth however, quickly had her forsaking attending high school completely, and switching to private tutoring, which she was able to afford through at first an investment of a hauling company that needed extra money.
More power, had opened up new opportunities however, and after searching for specific allies to cover her defenses, claiming the role of Capsule Corp President became possible. Everything about being a Vampire, paved its way into building quicker maturity than if she had been human, while also allowing her to change the age of her own eternal appearance. Success from there had all stemmed from further studying different beings and growing in power, allies coming to join her for various reasons. There were those who were mutually friends with those she had already knew, those who were interested in the resources she had from what wealth she gained, and those who just wanted to have the kind of protection that someone of power could offer.
Recruitment of allies, although became less of a priority, were found and gained through these interests, shaping her own choices and just what having power had actually meant to her. This kind of success could have easily been without any credit to those who had believed in her, but despite the kind of reputation she had built from those who had feared power, individuals who had garnered her interest were likely to have only the best of resources.
She had all the time in the universe to give it, so long as her will to live continued to remain as a Vampire.
Hierarchy
Those apart of the Marked Ones, she has some attachment towards, although generally not enough to have someone else threaten her with their lives. Because of this, only a few really hold any special status among her. While intending to protect everyone to the best of her abilities, they must learn to cooperate and work with the Vampire population as a whole, and those who would be left in-charge of this community, in the likelihood of her death. Vampires work off of a Monarch, like many other beings in the universe.
One which can be challenged periodically, so long as those trying to are aware they have the potential of being vaporized on the spot. Unlike other beings who work off of the same hierarchy however, the belief of the title being passed on through "Royal Blood" would require the ruler to not only remain alive enough to mark a successor as one, but continually train them to ensure this belief could continue being passed down.
Because of that, it's very unlikely to be a requirement. Those apart of the Vampire Community should also know very well that acting against the benefit of the community, will cause them to be forsaken, and highly encouraged to end their lives. In the case regarding the Demon Queen and the Vampires working under her, those individuals are nothing more than fools who will be killed at the most opportune, as their status only matters to those they're working with than the community. Times change, and contributions are required for any recognition, which they wouldn't have in the eyes of the current Monarch.
Ancients - Story npcs, not to be lightly used.
Vampires who have managed to live for a century, the typical age a Vampire stops at before deciding they wish to pass on, hold great knowledge and power that they pass on to the next generation of Vampires. However due to being retired, although they can be well respected even more than the current Monarch, it doesn't translate to power, as being the Monarch requires. What inherent skills they were given, if they had ever trained to that state in the past, are required to be sealed away through a blood contract to prevent any abuse.
King/Queen - @rukia
Recognized as the strongest Vampire in current society, proven through the command of their inherent Vampire Compulsion, the "Grand Order". A form of telepathy and mind manipulation, it is much stronger than what is given to them upon a Vampire becoming a Patriarch/Matriarch. Through the help of the Antediluvian, alongside the 5 Patriarch/Matriarch allowed to be in existence, they easily control the Vampire community like a hivemind.
Those against the current reign, completely ignore the fact that they're fully aware of their actions and can even speak if permitted, under the belief that the Monarch has the power to force them to forget. While it's a possibility, their own blood magic is likely to fight against such abuse.
Antediluvian - Rukia's Allies; Natsumi and Miki
Before her claim as Queen had separated her from any other Vampire, Rukia was an Antediluvian. Following after becoming one herself, only those she allows to become a Patriarch/Matriarch, could ever become another Antediluvian. Their telepathy and mind manipulation is much stronger than a Patriarch/Matriarch, giving them even more control over the Vampire community. The amount of trust put into them, will be taken away hard if betrayal happens.
Reaching this state of power, individuals are expected to have the rationale to help rule over an entire population. If idiocy is shown in some way that can't be fixed, their lives will be executed on the spot, as they have become a liability through possessing this kind of power.
Patriarch/Matriarch - Rukia's Allies; Touka
The father/mother of Vampires, they have started to gain the power of telepathy and mind manipulation, if they previously hadn't already, given them enough control over the Vampire community through the initiation of an "Order". By default, the Queen and her close allies are the only ones allowed to even give such a thing, as gaining this power is different from the trust of passing on the responsibility that it actually grants. Those lacking rationale will be killed if they can't fixed their attitude of someone who can actually rule.
Should they choose not to, their inherent abilities will be sealed away through a blood contract by the Queen herself, with only her will to do so, ever allowing them to retake the control that they were given from this power. Only 5 Patriarchs/Matriarchs in total and regardless of gender, are allowed to exist at a time due to the inherent abilities they gain. Once approved by the Queen or her Allies, they can start contributing as one.
Count/Countess of the Night - Story Npcs, fairly uncommon, and Rukia's Allies; Yukari, Mako, Juri, and Mylel.
Vampires who have gone beyond mastering the basics of this life, they're primarily seen acting as coven leaders or veteran members, and claiming territory for said coven. In doing so, they're recognized in the kind of territory their coven controls, which word is spread throughout the community.
Due to being fairly common for Vampires to reach in power, before they're likely killed from a culling. Those who continue to survive are likely to share their territory with other Vampires who have reached this level of power, which can't be helped due to how easy it is to take over or take back claimed land. Any disputes they could have though, and the likely slaughter that could come from it, aren't punished as part of it being natural culture.
Refined Control - Alluca, Story Npcs, common, and Rukia's Allies; Ayumi
Vampires who have gotten through their primal thirst for blood, and can be fairly sated now when it comes to consumption. While primarily seen as seasoned members of a coven, they're also just as likely to die from a culling. No special control is given to them, regardless of any capabilities of telepathy or mind manipulation, which will always be fairly weaker, and an act of punishment likely to kill them on the spot. Being forsaken just won't be enough.
Bloodfrenzied - Story Npcs, very uncommon.
Likely newly turned Vampires, or those who wish to enjoy life rather than grow in power, they're the likeliest to die within the community. Upon becoming a Vampire, they're given a month to train and get stronger by the coven leader, before they might possibly be culled alongside other newly turned Vampires. Most wind up gaining Refined Control within that span of time or a bit above that, while those who don't are killed without the bat of an eye.
Planet Rosario
Having only set to actions plans in the making in recent months, the planet is only just becoming known as Rosario, its meaning derived from what a rosary can mean to certain individuals, who believe in their protection. Massive work was done to form various infrastructures, with the original natives of the planet only just learning to tolerate having other beings around, as they now all share the land.
Inhabitants not used to the weather, or can only bear it for a certain time, wear winter coats and simple oxygen masks. For documentation purposes, as well as safety, civilians also wear Advanced Scouters, to communicate and alert the proper authorities.
Natural Wonders
The only things out of control with the planet's inhabitants, excluding the inevitable of an invasion, are the natural occurrences surrounding it. Part of what keeps Rosario's night skies lit, beyond the different cities having different curfews, are its planetary rings, which acts as an interest for outsiders whose interests also helps protect the planet. Anyone within range will alert Keystone of their presence. With how light can travel in space, it serves to be an advanced warning.
While the asteroid field forces those attempting to come to the planet, to slowly navigate for preparations to be made in the case of a likely invasion. Those at Keystone will be ready for the worse, should it not be an ally greeting them.

Infrastructure
The topography of the three cities were laid out in a way which made any travel to either cities viable for trade, but distant enough to avoid seeing anyone not purposely traveling to one of the cities.
With each city also containing one or two groups of a certain being, this has resulted in different cultures being created, with the expectancy that a local from one of the other cities, or outsiders respect it. To not do so will prompt Rukia or one of her allies to show up in order to settle any conflicts.
In order to provide protection against outsiders, cities are required to be referred to only after the name given to it, without disclosing what and where the location is. Only those not familiar with the planet wouldn't be able to memorize the name of each location, and assuming they're expected, Rukia or one of her allies will go on to locate them without a need to give them directions.
Cities
Yggdrasil
Formerly where the original Kold Demon city had been, rebuilt in its place are monstrous tower-shaped buildings all over the city. Although serving as the business district for locals of the planet, and temporary visitors, the Vampires are always seen roaming around, freely expelling the power. This is due to both the end of the city leading towards the still standing Royal Palace, as well as being relatively near Amity and Meridian, allowing them ease of travel.
Being a business district surrounded by power, it's one of the few places that outsiders of the planet can live in, as the other cities and towns are reserved for specific beings, or people of status. Trying to chat around Yggdrasil will only bring nothing but suspicion, any of which the merchants and other Vampires are meant to report to Rukia and her allies, if they believe that an outsider is within the area.
The area is known for importing the dining of all cities for the locals to enjoy.
Beacon
[Allows the purchase of high-tech items and facilities].
The Scientific Research Lab of Capsule Corp, it is one of the locations where production occurs on the planet. Although holding no real specialization in what it produces, it heavily supplies the merchants of Yggdrasil with its goods.
Many Capsule Corp workers are stationed here, along with a pair of Rukia's allies, in order to prevent any possible theft, or help end conflict nearby.
Keystone
[Grants a +x1 to a transformation modifier to members of the faction while fighting on the planet].
The Headquarters of Capsule Corp, its nearly on par with Liberty, in the number of Capsule Corp workers that are seen around the building, while also holding a good portion of Rukia's most powerful allies. Being the center location keeping track of cameras, documents, and other things, any outsider trying to trespass will be killed or vaporized on the spot without the proper clearances.
Central
[This facility grants a 5% bonus to PL gains on the planet].
The training facility of Capsule Corp, it's the milestones set here by Rukia's research, along with the compiled data of their Advanced Scouters, that allow those on the planet to at least be aware of possible ways they'll be attacked. While things like gravity training and simulations are readily available, the facility focuses on distinguishing between immobilization and vaporizing.
Those close to Rukia and her allies, will know for certain that those of their agreements, are likely to be left immobilized, if facing against each other on different sides. Anyone not apart of Rukia's interests, there should be no hesitation in vaporizing, assuming they have the clearance to do so. Maintained by a group of Capsule Corp workers, and is seen use by the more aggressive of her allies.
Genoa
The Royal Palace, it is the primarily location that the Vampire Community gathers, upon Rukia initiating a "Grand Order" to make an announcement. Meetings for such varies when it comes to length, but lack of cooperation will not be tolerated, as it revolves around the survival of the planet or progress for the better.
Rukia's allies are the only ones allowed to be seen around the area, and there is no certain details on their strength, but rather priority on how much she'll listen to one of their concerns or suspicions. Anyone seen in the area not closely associated with Rukia will be killed or vaporized on the spot.
Amity
One of the towns that Vampires are able to live in, its population consists of primarily those that are Bloodfrenzied or possess Refined Control, and the buildings of the area are traditionally styled. Due to being located near the tunnel of caverns where Wendigos are created, it is not unusual to see locals get attacked and forced to defend themselves.
Anyone attempting to help are allowed to do so, but will be marked as suspicious for getting in the way of both survival and nature taking its course. Because of the environment, its considered the 'poorer' area for Vampires. Despite the view of the town, no Vampire is forced to live here, and locals are considered to be at their prime of friendliness, as those beyond these two transformations are given new duties as leaders of covens. Full-course, but traditional dining is the standard here.
Miridian
Being another city rather than a town like Amity, its population consists of primarily those of Refined Control, Counts/Countess of The Night, or Ancients, and the buildings of the area are modern skyscrapers. While holding the most powerful of Vampires, as they're often coven leaders, they're also the most likely to die should a mass invasion happen, or an annual culling occurs.
Being a city, its large size makes for an interesting hunt, that might not hold any mercy for those trespassing, as the Vampires here are of the mindset they'd need to kill during these annual cullings. Due to being dependent on the coven itself, it isn't rare to see one or more initiate one, so long as they are approved to take down their own numbers, keeping the mortal level in mind.
The dining here changes everyday, but one of the cuisines from the other cities can be requested, and be delivered immediately, or upon scheduling for it to arrive at one of the restaurants within the area. The locals are one of the most likely to inform Rukia or her allies of any outsiders, charming their way into gathering information about them.
Republic City
Consisting primarily of Fire and Ice Elemi, it also shares the location with its sister race, the Bijou. A subgroup of those that came up with the Elemi Restoration Project, act as the council of the city, overseeing and informing Rukia or her allies of any outsiders that visit. Of which are plenty, as those at Keystone will signal for ships to head towards Liberty, if they wish to land on the planet.
Having been scattered across the universe, before willingly arriving to the planet, the locals have brought with them so many different cultures and practices they wish to share. Being purposely welcoming due to their nature, and one of the most likeliest groups to inform Rukia or her allies of outsiders, it is the very place that outsiders are meant to live, should they need to stay on the planet for business reasons. Buildings are of different shapes and sizes to emphasize their mix culture.
It is due to their mingling that the dining here are a mix of things, and whose cuisine is shipped daily to Yggdrasil.
Liberty
[Allows to save a species and any players, allies and minions not involved in a RoD, from a planetary destruction].
The Planetary Evacuation Facility of Capsule Corp. Being the group of race that Rukia and allies had worked to sought out, alongside those who started the Elemi Restoration Project, Rukia has trusted the group with the planet's evacuation facility, which is connected to a vastly large space hangar. Outsiders or returning locals are directed by Keystone to land their ships here, before being sent off towards Arcadia to be checked into the planet, if they wish to not disobey the laws around here.
It is as heavily guarded as Keystone, being one of the most important locations of the planet to protect, along with its inhabitants, should things go wrong. Outsiders are individually checked, with impatience being a risk the workers are willing to take, as more of Rukia's allies are stationed here.
Technotica
Farthest from any other cities, it is the new home of the Kold Demons, who have somewhat isolated themselves from the locals of other cities. The buildings around are massive and as fancy as their interior, as the Kolds, although oppressive, view themselves to be elite, even if not all of them are seen as equal. Their supply of technology is also massive and is daily shipped to Yggdrasil.
Outsiders are politely mocked, as the time it takes to travel to the location is meant to be a deterrent for anyone who isn't a Vampire, or a higher level of power. And even then, the climate of the surroundings make it a journey that is an annoyance and painful for those not familiar with the area.
The dining of the area is as expected of someone wealthy, and they have plenty of food to sustain themselves.
Arcadia
[Members of the faction gain 500z per thread completed on the planet]
The Kolds have been trusted with the planet's Trade Center, due to their past history of conquering and trade, and is where outsiders are meant to check in, if they wish to temporarily visit the planet as guests. There are exceptions if told beforehand by Rukia or her allies, but the workers here aren't one to be fooled by any potential shapeshifters, willing to be openly mocking about it.
Wintera, the scapegoat of why the planet was conquered by Vampires, is stationed here.
Laws
The laws of Planet Rosario are pretty simple, and generally restates what is discussed under conditions, with some few additions.
1- Faction members who are between the power level of 200k-300k (With some exceptions) have the right to kill or vaporize any outsiders they deem to be trouble, or weren't informed by Rukia that they'd be expecting. However, Rukia and her allies will have judgment in the end, if they're not weak enough to die on the spot.
2- Faction members (With some exceptions) are not to claim they represent Rukia or are closely associated with her. Anyone doing so will be considered suspicious and subjected to being seen as enough of a threat to be killed or vaporized.
3- While outsiders can stay on the planet indefinitely, depending on their morality, they are not given citizenship (With some exceptions) and Republic City is the only place they are meant to sleep. Any resident not of Republic City found to host them for the night, will be reprimanded and punished accordingly, unless otherwise having informed Rukia or her allies.
4- Outsiders shall not be given directions to a city (With some exceptions), and when talking to them, locations will only be referred to by their name rather than their purpose as a security measure. Any sign of impatience is only an indication that death likely awaits them, if around certain faction members.
5- Earthlings and Saiyans (With some exceptions) are banned from visiting the planet, in respect to upholding a precedent of the Kold Demons, due to having been invaded by both, that ultimately led to the Vampires conquering the planet.
Agreements, Marked For Death, and Potentially Forgiven
Agreements:
- Capsule Corp. Formerly being the CEO, there's a long good standing between them and Rukia, before the head position was passed onto Cryonia to take care of. The workers, although human, make up a large part of the planet being able to run.
- Vampires. Being their Queen, and holding a hierarchy similar to the Saiyans, in that its expected the community listens to their leader, they're expected to follow or not disrupt any goals that are shared with the community.
- Elemi Restoration Project. Continuing to be overseen by one of the individuals, Cryonia, several notable amounts of Capsule Corp money had been funded to locate Elemi and Bijou. Cryonia herself has been given opportunities to be more influential beyond her project. Progress is being made to primarily find fire and ice Elemi.
- Planet Moreau. Being a caretaker of Wendigos that have managed to come into existence, an agreement is formed to have them see more recognition, along with the provision of a Magi for barriers and sealing.
- Remnant Alliance. More so with Toru than the Overseer Koma, a trusted Saiyan was left in their care in order to become less of a feral child.
- Duvainel. Funding was provided at one point, before the Bio-Android had ceased communication.
- Tomina. Requested to join a bigger organization in the future, and there's enough common distaste for certain individuals for cooperation. Though Rukia still assumes they'll be a fallout between them, or disagreements about who can be killed, no matter what kind of power they hold.
Marked For Death:
The individuals below are seen by Rukia as intolerable enough to see death, guilty for either not serving their time in the afterlife long enough, or have somehow avoided death due to sheer luck, due to their stupidity. She has either met them personally or has been told of them by Tomina.
- Carva of the SGK.
- Rensu of the Remnant Alliance.
- Zalt of the Makai Confederation.
- Cambia of Namek.
- Demons upon the next RoD, as Rukia will end working with them, due to their fear and other reasons.
Potentially Forgiven:
- Holly of the Magi. The Queen of Earth, having been successfully killed, has the potential to be forgiven for her disagreeable beliefs. Although Rukia will continue to insist she isn't working with the Demons.
