Paperwork really was such a chore. Cryonia sat in her office, filling out various forms with a pen. The dull expression on her face expressed the monotony of her current task. Still she signed each paper with a swish and a flick of her pen. Making her signature look as elegant as possible was the highlight of her day so far.
Cryonia had yet to fully decorate her office. Mostly in part because she just moved in. The grey walls were devoid of decorations. The only pieces of furniture there were her mahogany desk and chairs. There were two windows to either side of her and a large circular one in the wall behind her. One could clearly see the city out all of them. Her intercom buzzed, prompting her to stop writing and press the button.
“Madame, we have an alien who we detained. Shall we go through the usual procedure?”
“Thank you Zera, send them on in.”
Rukia had recently made her move and took over Bris. With that came new laws that were put into place. One of Cryonia's tasks was to enforce this law. One such law required her to capture all non-authorized aliens and learn more about them. What happened next would depend on a few factors.
Cryonia put her pen down for the moment, her cyan colored eyes watching the door. The monochrome haired woman would soon see whether or not this individual was worth keeping around. She would be as fair as possible in her assessment of things. Well at the very least, this was a change in pace from what she had been doing.

It had been quite a while since he'd been taken out of the prison cells of the Acrosians, his stay there having not been the most productive thing in the world, he had become far weaker in that time. Dravocn used to work in a lab with the Acrosians, creating his gloves and suit in the process. Since recent times, however, he had to pack his things due to the Acrosians being taken over by some sort of vampire apparently. Interesting term off-handedly as she seemed to be much like him and other humans, simply much more domineering and powerful... or at least she had to be to get the Acrosians to step down from their throne and land. He never got to do any tests on the real differences between them, but he was rather intrigued despite getting kicked out onto the streets again and being made cattle by law. Which considering the two species that exist on this planet beyond him, this was quite a funny thought. Acrosians and their superiority complex and demanding nature for absolute submission of others... and this new species he'd never heard of somehow coexisting without much war for the throne.
Dravocn was captured as an alien, though captured wasn't necessarily the term as he willingly gave in to be detained. Struggling in his state and circumstances was not something he found intelligent, hence his willingness to submit. The man was dressed in formal attire, as he always had, he hadn't worn any pairs of his 'special gloves' as that would imply aggression... and when dealing with the law, even if it's a new rule, you do not want to taunt them with the possibility that you might attack... even if you wouldn't dare. His came in with his hands behind his back, one hand holding the back of the other, white gloves despite the utter blackness of the rest of his attire. His violet tie was of brilliant contrast in comparison and his violet eyes were the same way.
He smiled at the woman as his handlers were guiding him in. He was half expecting them to put a yellow tag on him by the ear and just outright feed him grass. He didn't react on any of his thoughts, keeping control of himself as missteps would be detrimental to his already negative situation. He stood there in front of the desk, wondering what she could be thinking, and then drifting his mind off into thoughts of later experiments. He took a bow to her, placing one hand on his chest while the other was still behind him facing outward from his body. "Greetings, my name is Dravocn Hecoro... I apologize for my... well perhaps I should apologize for my existence in this circumstance." he said, unsure as to his purpose here nor if he was already judged by the new rule as illegal or criminal... though fairly certain he was not to be taken as a welcome child of time. He stayed still in his bow, not daring to look up at her, awaiting further requests or orders.
Cryonia watched as a rather well-dressed humanoid entered the room. The way he had held his hands behind his back had been suspicious, but he quickly introduced himself in a way that confirmed that he wasn't up to anything. Well of nothing else this individual was polite.
“I am Cryonia Arlumia. There is no need to apologize to me. I simply have some questions I would like to ask you. It's standard procedure given the new laws of Bris. Here, have a seat.”
Cryonia extended her hand and gestured towards the chair before withdrawing it. Her light blue eyes watched Dravocn, gauging the other person in the room. It was important for her to know just exactly how he was feeling.
“Mr. Hecoro, do you know why you are here today?”

As he rose from his bow to look to her, he continued smiling and obliged to her request to have a seat. His eyes locked onto hers as eye contact was a must for proper conduct. He noted her cyan eyes and sheer atmosphere around her in the way she conducted herself. Another note to keep in mind was the lack of steam that usually resulted in humanoids in cold atmospheres, implying that her body and possibly everything about her existence was meant for the cold. These thoughts weren't lengthy, simply instantaneous as constant and habitual analysis of people and environments were something he couldn't help but do. Her polite demeanor toward him told him that either she was like him in civility, or she was trying to make this meeting as quickly as possible... something he wasn't unused to as he had spent so long on this planet of people who hold themselves in higher standings than he.
As stated previously, this thought process and analysis of everything around him as well as her and her microexpressions were not something that prevented a fairly paced conversation, though his current outlook of her was rather warm despite his current circumstances. He responded in kind with a calm and polite manner, his hands in his lap pointing inwardly toward each other on each thigh. "I believe I am here because there is 'a new sheriff in town' as it were... As someone from off planet, I am a stranger and what might be considered an illegal immigrant as far as the new law is concerned." he said calmly, a smile still spread on his face. "I may be here to be registered... or warned, depending on what the authorities deem suited for the new 'sheriff'." he said this calmly, despite the dark undertones of the idea of being warned. "Beyond that, I don't have any other ideas as to why I could have been brought in." he said with a light chuckle, not daring to claim himself as cattle for the slaughter, at least not until his captors show signs that they indeed intend to claim him as such and do away with the pleasantries, he didn't want to come off as a pompous ingrate after all.
Cryonia raised an eyebrow at his response. She honestly didn't expect him to this well informed. If he knew about the take over then he would have had to have been here since before it happened.
Knowing about the takeover was one thing though, but having a grasp of the exact procedures in advance was quite another. This guy knew more than he should have.
“Well that's a basic synopsis of the current situation you're in. I am going to ask you a few question. Let's start with an easy one: what race are you, and what kind of special abilities do you possess? There are quite a few humanoid races out there that sometimes hybridize with one another, so it's hard to tell at first glance sometimes.”
His ki signature did feel a bit new to her. It was possible he was a hybrid combination she had never ran into before. If he was a new race then she wanted to know as much as possible about him. It would play a role in her ultimate decision.
Dravocn remained composed and calm, about as icy as his authoritative acquaintance. His smile didn't falter or even flinch, it was almost as if it was stuck that way. He examined her features, her eyebrow rose, which meant she was either impressed or curious... neither are mutually exclusive. The icy mistress explained that he was correct in his analysis of the situation before she began to ask rather... interesting questions. His eyes were still firmly planted on her, with a lax gaze, of course, he didn't want her to feel attacked merely by his looking at her.
"I suppose the question also entails that you don't believe I'm a human. Truth be told, we didn't exactly give ourselves a name. I suppose if we did, the closest comparison would be Chronic. A word closely associated with time." he said calmly. He wasn't planning on speeding through the answers, that could easily come across as if he had something better to do, and typically people of authority don't take kindly to that. He also didn't want to waste her time, he was sure due to the recentness of the planetary takeover, she had a lot of people to go through as well. The most compromising way of going about this would have to be: Be clear and concise without becoming longwinded.
It seemed she was also doing her own analysis of him. Most likely, based on her first question, she was curious about him and had never seen the like of him before... which only told him that his people never tended visit other inhabited planets before. "The reason behind my naming my race Chronic is based on our genetic predisposition to time. We can manipulate the time around us, slowing it down while making us faster. It's not a very expansive ability, but it has its uses." he explained, feeling he was being rather clear in his response. He felt the need to expand on his statement but figured that would be a more longwinded response and hoped that if she was confused or had more questions pertaining to his response then she would ask them.
“Given recent events, no human would ever want to enter the solar system, let alone try and approach this planet. So it's highly unlikely that you would be a full human. Part human perhaps, but not a pure human.”
Then he explained what he was. Her brow furrowed as he brought up just exactly what his race was. This was going to be a bit more complicated than she thought he would be. If he was telling the truth, then she was going to have to learn more specifics.
“How extensive is this time manipulation? How long can the average Chronic use it for? A few seconds, minutes?”
Cryonia seemed to be taking the existence of time manipulation for granted. Although she was now completely focused on the other person in the room. She didn’t want to miss a single thing. Time manipulation was a powerful ability. If she caught him lying to make himself look stronger than he actually was, there would be consequences.
Dravocn watched her carefully, it was clear that he had surprised her now, this surprise seemed to have made her scared. Which considering his current situation, was not a good thing. He heard her response to his earlier statement and responded in kind "Recent events withstanding, I've been on this planet for a while. Before the takeover, nothing of note beyond such." he explained calmly. His eyes still locked on her and her microexpressions, he remained composed in his seat as he listened to her questions.
"I'm absolutely certain it is nothing you nor the person in charge need worry about. However, I will be earnest with you. It is not an expansive skill, I cannot rewind time, I cannot fast forward time. As far as I am currently aware, I cannot pause time. I can only make myself faster and slow the world around me by about... five times my maximum speed. To which time plays out normally for everyone else, but my response time and speed is very obviously increased." he explained calmly as he watched her carefully. "As to how long it lasts, it depends on how powerful I am. I haven't exactly used in my time on this planet, though I can say that time does seem to distort around me when I use my ki or enter a state my people call a Chronic Flow. A sort of... inherent transformation, as it were." he explained. At this point, he wasn't worried about being longwinded as she seemed to want as much information from him as possible.
"If you wish, I can show you what I am currently capable of. Though I prefer not to combat anyone, I can simply enter the state and show you my current power. As a stranger and an alien, I understand if I can be considered dishonest until proven otherwise. Hence my offering of proof." he explained calmly, still being thorough in his analyses.
So, he had been on the planet prior to Rukia’s take over. So he would have been one of the few outsiders that would notice the changes that occurred when the balance of power shifted. Cryonia listened as he explained his abilities. She wrote in her notepad diligently, presumingly writing down notes over everything that he was talking about. Cryonia looked up when he mentioned that he could give a demonstration of his power.
“I was going to ask you to do that, so this works out. Show me the extent of your power.”
How strong he was would impact the evaluation as well. It played one of the biggest variables that determined someone's risk level, as well as how useful they could be. Cryonia watched him, her pen hovering over her notebook with the tip almost touching the paper. This would be the last standard evaluation question. After this they would go into the psychological examination.
Dravocn nodded and stood from his seat "I'm nowhere near as strong as you are, so forgive me if I happen to disappoint." he said calmly before gathering his ki into his mind and nerves to initiate Chronic Flow. His aura became translucent and colorless, almost distorting his image as he stood. His eyes were locked on her as he let his power level be shown at its fullest. His speed enhanced as he began to walk for her, and while he wasn't a fan of making a fool out of himself, he assumed he would have to run to show his chronic flow more clearly. So he did, begrudgingly, speed up as his running around the room.
After that was done, he stood before her and wondered what else he should do for her examination of this power. "It's not quite mastered yet, but I'm trying to get there." he told her, sitting down again, unsure as to what else he could do for her beyond answer questions... because fighting her was out of the question, she wouldn't be able to see the power considering her base amount of power. His eyes returned to her, assuming that his power was a disappointment to her because it sure as hell was to him. He had no further applicable examples other than his general speed and power increase, that he was fairly certain she could sense from him.
Cryonia watched with interest. Although that look quickly became incredulous and then outright annoyed when he starting jogging about the room. This would have been bad for her image if someone had walked in while this was happening. Fortunately Cryonia knew that no one would barge in right now.
“Sit down and never do that again. I’ve got a good idea of what you're capable of now.”
Cryonia turned the page of her notebook and swished her pen across the top as she wrote more notes about the encounter. There was quite a lot to write down in regards to his abilities. His actual strength wasn’t that powerful. She had yet to determine whether or not that was a good thing.
“Mr. Hecoro, if a vampire was sucking the blood of a human in the streets, and it was apparent that their life was at risk what would you do?”
Cryonia looked up, her blue eyes gauging his reactions. This was where things were going to get tough for him. Cryonia wasn’t going to pull her punches at the stage of them game. She was rather fond of putting people outside of their comfort zone once she got them into a groove.
Dravocn agreed that the actions he had to take in order to give an example of his powers were... humiliatingly and impudently stupid. However, he saw no other way to show the effects other than by doing so, at least not without combat. Though even then it would have been harder due to the clear power gap between them, both political and physical. Dravocn took a seat as requested and nodded, irritated by his own actions, and understanding that it was just as bad for her.
She then seemed to want to punish him, make him squirm, either for his existence or his previous action. Because, she then asked a question involving both morality, and adherence to the laws. He continued watching her, a small smirk appeared on his face that simply hinted at mild laughter. Her question was vague and likely purposefully so. Most people of authority tend to give vague statements or expect you to answer their vague questions as if they should know all of the variables right off the bat. Because clearly, if you want the authority to like you, you have to know exactly what to say without them having to explain everything to you. A flawed yet understandable perspective, should the authority give you all the variables, your answers will always be skewed toward the clarity of the data given... however a vague question leaves for interpretation... allowing your morality and general sense of self to be put into question. It was a simple tactic, a simple question, expecting a less than simple answer... no real thought is usually placed into making questions such as these.
Dravocn nods and folds his leg over his other, preparing his answer based on analytics of the situation. Not the situation at hand, but the situation that brought him here. His answer was formulated not by his own morality, but out of necessity for submission. "If you wish me to speak on how I believe it should be dealt with, that is not the question. Namely because of the reason you bring the question up. Based on the law of our new overlord and all her glory, I say that with less brownnosing and more out of a lack of better wording, I would not be allowed to stop the vampire from killing her. My thoughts on the vampire sucking the life out of their prey does not matter, nor should it. If the law is to be upheld it is entirely out of my hands, the only thing I can possibly hope for, is that I am not the next victim." he said calmly and relaxed.
"It is one's willingness to adhere to the higher authority that keeps the peace. Not everything needs to be a battle, especially when you are far more outclassed to be able to combat against said authority." he said, trying to explain his reasoning behind his disinterested answer. "Besides, who am I, or who is anyone for that matter, to say that a vampire is not allowed to feed? Humans have killed things like the cow, pig, things of that nature for their sustenance. When there is such a clear difference in power, like between humans and the cow, they didn't see a problem with gathering them up for the slaughter. Why should we prevent a vampire from doing the same for theirs?" he said, a mild chuckle leaving his lips.
"Simply put, I would do nothing. That is what is expected of me. Upon the new law, one is warned outright that if you are not a vampire, you are risking your life by stepping foot here. Free in-discriminatory feeding is to be expected, though an abundance of such from the same vampire implies the vampire is a danger to the society and must be slain... a citizen is not to take care of the feral vampire themselves, they must inform the authorities and allow them to work their magic." he said with a chuckle again. "So as to that particular dependent variable, the response is obvious, and therefore not part of the question you distributed." he explained with a smile.
The hybrid felt a twinge of irritation at the sight of that smirk on his face. Didn't he know what his position was? Perhaps he felt confident with his answer. Well, he wasn't wrong with it. She wondered if he would stay that confident though.
“So you would do nothing to intervene then? Would you take the same action if the unauthorized individual was a member of your own race, or even a family member, would you take the same action? Or rather, lack of action?”
Well now the question was a little bit harder. She had dragged relatives into this. Would he stand by and watch as someone he cared about died? Or would he watch as they perished in front of his eyes? Perhaps Cryonia was just seeing how he would react to such a question: she was watching him carefully again.
Dravocn simply nodded and watched her with curiosity, his eyes seemed to almost shimmer a grey as if to completely monochrome himself, but then returned to their violet. "Correct, as I am likely the first and only of my people to travel off of my homeworld, I don't feel any necessity to be too concerned with that. Though upon arriving to this particular planet, they would be hunted down to be put in a similar situation as I am in currently, being warned at first and then soon being examined for their ability to stay on planet. I cannot defend myself against these vampires so long as I am of this planet's populace, nor will I defend another." he explained calmly, his voice relaxed, still it's calm, soothing, powerful, and sweet self.
"I feel I must repeat my previous statement in order to remain perfectly clear. To challenge the law is to make an enemy of those with more power and resources. To make an enemy of the law when you can sense so clearly that you are but an insect to their whims, is the dumbest move one could make. I am not going to act against what is law on this planet. Vampires are to mortals as humans are to cows. Mortals are cattle, domesticated, bred, and slaughtered simply to satisfy the populace's need to feed. It is no different for vampires. There is no need to create hypocritical controversy when the proof is so clear." he said calmly and happily.
"That being said, I don't hold vampires as monsters. The one does not make a monster of the many, but the one can still justify the possibility of good in the many. A vampire has a need to feed, there is no skipping around that. It is a carnal lust and desire within their core that needs to be satisfied. Though they do not always need to kill their victims in order to satisfy their hunger."
"This planet is a safe haven for vampires, built to sustain and protect the vampire populace. Of course with the protection of immortal blood drinkers, there are boons for mortals to live on this planet as well, otherwise, there would be no way to sustain the immortals. No one comes to this planet without gambling their lives, not with the recent laws established. Mortals who land here are greeted with gratitude and hungry eyes, it's only to be expected." he said happily.
“You’re a cold person Mr.Hecoro. You would just accept it of you saw someone getting drained in the streets. Not to mention you would have been in the wrong for not helping the human. Humans and Saiyans are normally forbidden from coming to Rosario, so if there is one here they're a distinguished guest. Not to mention there is always transfusion packs. Living beings are more than just cattle here. We just have some strict policies regarding certain issues.”
Cryonia wrote a few more notes before setting her pen down. She looked at the smiling man cooly. Honestly this hadn’t gone that badly, but she hadn’t been too impressed by this guy. Still, he was harmless enough, and that was what mattered.
“I don’t need to go further on this assessment. You will be assigned quarters in Republic City. You are only authorized to sleep within the city limits. The Palace is off limits, under penalty of death. Do not claim to speak for Lady Rukia. And finally for security reasons, we only refer to things by name, and not their function. So if you are ever told the function of a particular name and leak it, then you will be punished accordingly. Keep that in mind and you’ll be fine. Now then, I have many things to attend to. You will be directed to your quarters.”
Cryonia turned back to the computer and worked away on it. Hopefully she wouldn't have to hold do this type of work for much longer. She would hire someone to handle all this unpleasantness in the new future. At least today's encounter was over.
