Alright now this was an idea of mine.
Look at Tien in dragon ball. He used an ultimate technique called Tribeam to break goku but he dodged it at the last second. Tien could only float in the sky and Goku fired a kamehameha to propel himself forward. Tien said it was too fast and got nailed by goku.
The argument here is that it was a burn out. He only used a passive and wasn't at his best.
Burnout would work as a way to balance out School Ultimate Techniques. Each ultimate would have a burn out of 2 turns. The first turn you'd be only able to use passive techniques and melee attacks..But they will be Melee Attacks at-5% effiecency because of burnout. After the second turn you'd be able to use melee attacks at -5% effiency to burn out as well as use Melee Offensive Techs if you have 1 stamina but it will be 20% Damage...5% taken by burnout affecting how energy is being manipulated for the attack.
After two turns, you'll gain your stamina normally and the effects will wear off.
There's a way to train out the burnout effect in your dojo...it's going to take hard training in a dojo owned by yourself or your master.
-The dojo can train not only the master but the students to better MASTER the ultimate technique of their chosen school and beat out the Burn-Out concequences of the school's technique. This would come into effect with each school ultimate upon being learned.
The cost for this training could be decided on the master or it could be waved, different with each master's Discrestion.
