It was a sight that wore on you after a period of time. Lumis was gazing outside the window in the quarters the Kold Demons had given to him. The snowstorm from earlier had calmed down from earlier. Still, there was nothing apart from the icy scenery and the buildings that made up the Kold city. He wasn't along in his thoughts however: he was having a telepathic conversation with his sister. <So then, this is how you're going to approach things?>
<That is correct brother. The refugees can return to their residence if it still exists on Earth, with some exceptions. All able bodied men and women who are from South, East, and West City will take part in East City’s reconstruction, and will be given temporary shelter to work from. South City’s reconstruction will have to be postponed for the time being>
Lumis knew his sisters reasoning behind that. There was a sleeping giant that she did not want to awaken. She had gone over her encounter with Rukia with him. So he knew she wasn't going to be itching to fight something even stronger then the Vampire. Lumis furrowed his brow in confusion.
<What about the small children that belong to one of the destroyed cities? They have to go somewhere>
<Patience, dear brother. If their property has been destroyed, parents and guardians with young children can stay on Bris. There is enough space to accommodate that amount of people until the reconstruction of Earth is complete>
So far all of this was making sense to Lumis. Although Holly was already having to make some pretty controversial decisions. Still, there were some concerns that he felt like needed to be addressed.
<Holly, where are you getting the money to pay for all of this. Getting approval for your actions isn’t a problem since you're the most powerful Queen in modern history, but you still need to pay for all the costs that are going to be involved with this endeavor.>
Up until recently, the Earth monarchy wasn't where the power lay. The attacks on Earth all but abolished the previous government though. Holly and her family were forming a true monarchy, one that controlled Earth. So she would be virtually unopposed when making important decisions.
<Lumis, I’m surprised you're concerned about such trivial matters. I will raise the money through various means. Everyone on or interacting with Earth will pull their own share of the weight. I already have quite a few things planned. The government had been working on some interesting projects before this mess. There are some I plan on continuing once things have settled down. I have a fair number plans, but you already know that.>
Well that certainly was true. Holly was a very analytical person who made moves meticulously. She considered things carefully and didn't rely on just one plan. Lumis wasn't worried about that, since his sister was the most competent person that he knew. There was still one concern he had though.
<All of these super beings, how do you expect to make them comply to Earth’s laws? Enforcing things is going to be problematic when we're dealing with monstrous entities running amok>
There was a fairly long pause before his sister spoke up again. Her tone had turned flat, prompting a mental image of Holly narrowing her eyes.
<No one is above the law when it comes to my planet. They will comply or they will be dealt with. Even the strong ones will face judgement one day. They will learn that having a strong power level doesn't mean they can do as they please>
Lumis was glad he was on an entirely different planet then his sister right then. He knew that tone of voice very well to know what kind of mood she was in.
<I’ll start assembling our people for takeoff. I’ll contact you once things progress further>
Lumis broke off the mental connection, turning and walking out of the room. He was not looking forward to explaining things to Earth’s citizens. Lumis was standing on the walkway of one of the main docking bays, leaning on the rails and watching as humans filed their way into the spaceships that brought them there. As expected, many people were not dons of the idea. Eventually they did comply though, fortunately for Lumis. His job was about to get much easier now.
A good portion of them anyway. Not enough to justify what she still held an inkling feeling to start in a matter of days, if it could be helped, but it was progress nonetheless. Their attitudes about the whole thing just as well, was rather ridiculous. Did they already believe that this was their planet?
Or was it just the idea of going back to their own, despite its current conditions? No matter which it was, the sight gave her a good chuckle nonetheless. Their kind weren't meant to be here. The other planets might have been fine being some kind of tourist trap, but they were better off sustaining themselves.
Though it was rather obvious there were influential Kolds behind what hospitality was already shown to these mongrels. If it had been up to her own decision, even the one in charge of this group, would have been out there in the cold of what they were calling shelter. It wasn't good at all to keep on giving trust, when the siege on this planet she had missed by the Saiyans, had resulted in their capital having to rebuilt. Never the same as it once was.
But she supposed at the moment, there was nothing but caution to take from it. She had silently followed the progress of their leaving below the ground, until it had ultimately stopped at the docks, where ships had taken off. Apparently there had been some big speech that had been given, she had missed.
Whatever it was, didn't matter as much as what else they had in mind. Current progress and the like with these humans. Things she could easily passed off as hospitality, and if she somehow winded up getting new information, it was all the more better. From what she had already seen of these humans, from feeling their energy herself, and procuring a scouter from the Vampire granting her permission to leave earth, there were notable signatures just yet.
It was true that they could have easily suppressed what they truly had, but that was the kind of think she was counting on seeing. To trigger, because like the monkeys they seemed to fear so much for, the sight of her kind were likely just as unappealing to them. And she could admit they didn't have the most trustworthy looking features. As the number on her basic scouter flashed around and read those leaving, its sudden frantic beeping placed a smile on her lips, even as her one eye closed, bracing for the explosion of the device as the lense cracked. This blonde and rather young male had an interesting power.
The number was something she kept in her mind, as she removed the scouter, and tossed it aside. What power she was feeling from him at the moment, wasn't the usual ki suppression, if the scouter was really detecting something different. He must not have been entirely human, for that to be possible.
Her tail had swished from side to side, like she had found someone to prey on, which she was actually hoping for a bit now. Her own power, was suppressed down to the average Kold Demon, and the best thing of all, was that her current appearance meant nothing. Her kind had enough different suppression forms for it not to matter, and besides, his kind were the ones out of place on this planet here. He could get snippy, but it wasn't going to go well for him.
"Good sir, could you take the time to go over the points of this big speech I've heard about?"
Her hands were behind her back as she stayed a respectable distance from this fellow, who was leaning on the railings of all things. They weren't really obligated to save him from any potential falling. Especially since she had been on earth long enough to know a good portion of humans chose not to use ki. It would certainly explain their uselessness in plenty of situations, and why there was never really a strong human to be in fear of.
Always a hybrid or some sort being the one with power, even if the humans were of large number enough to breed with the stronger species. Would anyone really mind if they were wiped out? The monkeys were a good enough substitute for it not to be as noticeable as one would have thought.
Besides, that head Vampire must have been planning something big, if the woman no longer needed her around. That much was obvious, from the lack of someone from that mansion, coming over to pick her up. It felt like there had been enough time to do so after all, though that might have been last night's wine.
"I would hate to hear that your camp isn't faring well, as guests on this planet."
The smile that crossed her lips, could have easily been suspicious on other planets.

Lumis turned his head at the sound of a voice nearby him. A Kold Demon was there on the walkway with them. Granted a Kold Demon wasn't that unusual sight on this planet. This was their home world after all. Still, one hadn’t actually approached him before. Hopefully this wouldn't be a waste of his time.
“On the contrary, your hospitality has been unexpectedly generous. We need to rebuild our planet though, and we need able bodied workers for that. Besides, it means there are less people for you to worry about.”
Lumis didn't sense any energy from this Kold Demon that would threaten him. Granted they could be suppressing it. In which case there was no telling how strong they were.Their… her from the looks of it… request was a little unusual. Lumis stood up, straightening up his clothes a little bit with both of his hands.
“I could arrange for you to receive the transcript if you want to catch up on what you missed. Or is there a more specific part of the speech that you want clarification on?”
Well this person certainly wasn’t very timely about things. They went and missed one of the most exciting things to happen on their planet in awhile. Well they were hosting them, so was making an effort to be polite. Although them coming this late and asking for details on something was a little annoying to say the least. He was the heir to the Valiare family, so he shouldn’t have to spend time on manners like these. He felt like he was a messenger employed by the family: it wasn’t a pleasant feeling for him.
Though who could really tell when it came to power? That Vampire had seemed lovely encountering that woman on that planet of what they called yetis, and it had ended up with her far from this planet, having to put up with the nonsense that group dealt with. All of the fighting, the laughter, she didn't care for it at all. They were a sort of trouble she would wish harm towards, but what beings that weren't Kold Demons, she wouldn't have wished that upon?
This planet had been attacked while she had been gone, no one around but those from earth, being there to help it. Though that was wrongfully assuming they needed help in the first place. Give any Kold like her any power to stop it, and they could take care of things themselves, without any ninnies sparing any unnecessary sympathy. But that was a bit too much to hope for, wasn't it? She was the only Kold Demon she knew of, who had more power than Lord Bris did.
It was her lack of influence, and currently no help, that kept her from becoming what was needed around here. Kami knows there would be panic however. Maybe even some fools who would have gladly aided these outsiders. No one in their right head should be okay with not having a leader of some sort around.
The humans here, mongrels as they were, she could at least recognized seem to have one with this one here, judging by his power. There was certain respect in that, although never believe a 'true' Kold, when it came to politeness. If they weren't calling each other tosser or something other demeaning, it wasn't a real relationship at had here. Too many reasons as to why, and just as well, not enough to go caring for them, knowing her kind's current position.
"Splendid to hear. Although it is curious what kind of planets wouldn't show this level of a welcome."
Not really. Compared to her own, every other being had so many flaws, it was easier on the mind not to think about them, more than it was necessary. If he was willing to answer at least that, she could see just where these humans might have been beyond earth, if someone like him was leading them.
Or appeared to, at the least. He could have easily been someone's puppet, like how the Vampire had meant to place her kind around the universe. A terrifying thought really, having seen some of their kind for herself. They weren't all human in nature, and there were those from other species as apart of it.
Their transformations gone however, as if it was taken away, and replaced by something she wouldn't have said was better, but rather more subtle. Something about blood magic was the work of it, but that sounded more like nonsense knowing there were hundreds of those. A sickness was something more believable.
"Oh, but specifics would entail that I've heard any part of it in the first place. Though I might have further questions. Perhaps even a few concerns, if we must assume there's any worry at all. Speeches are always a grand thing to hear firsthand, so it's a shame I had missed this one."
He at least had the decency to straighten out his clothes before fully addressing her, though she couldn't help focus on that bit about assuming there was even worry. She doubted he really lived out there with the other humans, if there were already several able to go through their capital city itself.
He could easily just try and hurry things along and leave just as well, even though what refugees were still on the planet, weren't really going to go anywhere, anytime soon. Show off that kind of stubbornness that humans tended to hold, when they came into any ounce of power of their own accord.
Though was he even human in the first place? That was a question she would leave aside at the moment. If he was one of those half-breeds that earth just seemed to have a galore of, and wasn't particularly concerned in her knowing, then these humans really did think they were influential, didn't they?
"I don't suppose you have any more big gatherings in mind?"

Honestly, Lumis didn't want to be on such a cold, desolate planet. He would have liked it if they had taken refuge on a world that was similar to Earth. Unfortunately that just wasn't possible given the circumstances. At least they were safe here though.
“The issue was finding a planet that had enough of a civilization to properly sustain us and provide all our needs. It came down between Namek and Bris. Namek happens to be home to a group of Saiyans though. Everyone from Earth has harsh feelings towards the Saiyans, as do some of your brethren. Apparently the Saiyans also attacked this planet. They truly are a barbaric species.”
The Saiyans seemed to be universally hated. Lumis thought that it was completely well deserved considering their actions. Which made the Magi wonder how his sister was going to handle relations with them moving forward. Still, right now it was best for him to focus on the present.
“My sister briefed the refugees on the situation on Earth before she departed back home to fully assess the situation. My speech was much in the same light, only I had specific instructions that I relayed from my sisters. There were some inspirational moments that were sorely needed as well. Some other topics such as the Saiyans came up during it. That's the gist of the speeches. If you still want more specifics, the offer to elaborate certain parts of them still stands”
Lumis hoped that a broad cover would be enough to satisfy the alien’s curiosity. He did his best to generalize things in such a way that made it seem boring. He really didn't want to stand here and inform this alien about things that she missed.
"I'll have to contact my sister and ask to find that out. Although if all goes according to plan then the next gathering will be the last, as it will mean that it's time for the rest of the refugees to come back to Earth. Unless something happens that changes the plan. Which is feasible considering we nevwr expected to resort to flee our own planet."[/color]
Of course that would be the reason these earthlings would refrain from going there. They had already attacked this planet for a tree of all things, and now this too. If there was anyone who couldn't have been more than willing to have visitors, it would have been those lot on Namek.
But she wasn't going to raise that up. As far as this gent could have possibly knew, she hadn't been dragged to Namek, where she had seen the place for herself. Those monkeys built themselves such a reputation that her kind should have still carried. It wasn't how things were supposed to be.
"Well you've certainly made an appropriate decision. It was a troubling time I'm sure none of us wish to repeat."
These fools were clearly in the wrong place, if their dislike for those monkeys, was what made them land here in the first place. And if not for the reign Lord Bris had created, long before they had been forced into a ceasefire with those monkeys, this planet wouldn't have been an option.
His rule might have been a proper one, but there was so much more that could have been done. Just when was the last time any planets had been attacked by one of her own kind? There was so many past events to look up to and aspire to be, yet she was the only one who was taking any stand, as far as she knew.
She hadn't been back long enough to really caught wind of just everything, even after a night of just chatting with an old friend. There was just so many struggles the other Kolds must have gone through during her absence, that she had yet been able to make fun of, but it wouldn't start anytime soon.
Not when the planet had this mess to deal with. Fortune had smiled upon her, hearing he seemed to be as unaware as she was, about the kind of misfortune that had struck this planet some time ago. Good. It meant she wouldn't have to try so hard and lie, should he take his own interest in things.
All she really knew herself, was that with their capital having been attacked, it had been no easy feat to just repair. Things could have easily just worsened as well, but it seems as if those monkeys really were the only beings that normally caused any ruckus. More than those demons, that was for sure.
"Sounds like a tiring job, though the boost in morale you're hinting at, my own kind could have made do. I'm sure you're aware there has yet to be an emperor, since our last one had gone into hiding?"
This fellow summed things up rather tightly, and whether it was due to some impatience she wasn't seeing, or just exhaustion from what really sounded like a big gathering, it didn't matter. Sympathy and so many other things could have been shared with her question, yet likely wouldn't be what she'd look for.
Her kind was not to be looked down at, no matter where their current standing was in space. With the right leadership, there was always a chance that things could turn around. Lord Bris might never return, but she wasn't going to give up that this empire of theirs, couldn't go on and take back what it had.
"Plans tend to change, but I assure that you've chosen a proper temporary settlement. What enemies your people have, I have doubts would really be able to endure these environments."

Well at least the alien was understanding of their plight. Honestly Lumis was surprised they got a warm welcome the way they did. He fully expected negotiations to become heated. Holly had managed to keep things simple and get what they needed though.
“Hopefully this will be the last time something like this occurs. We’re taking steps to ensure the safety of Earth in the future. We won't be run off our home world so easily again.”
It had been pathetic, how easily they had been forced off their own planet. Mounting any kind of defense would have been meaningless. All they could do was flee. That wouldn't be the case in the future though. One day the human race would be able to fend for themselves. And Lumis would play his part in reaching that objective.
Lumis was surprised to learn that the actual leader of this planet was forced to go into hiding. So not even this place was entirely safe. Well good thing the housing situation was only temporary.
“The Emperor was forced into hiding? I heard some of your kind mention an attack by the Saiyans. Is that why he was forced to flee?”
So it had happened here as well. It seemed to be the same story as the one Earth had gone through. Lumis simply nodded at the Kold Demon’s assessment of things.
“The only downside is that the conditions are going to be harsh for us too. We’ll have to make do with the resources available. Hopefully we won’t have to change up our plans.”
Yes, Lumis wanted things to go smoothly from here on out. He was strong, but not powerful enough to handle a serious threat on his own. As such, he hoped his time on Bris would remaining boring and dull. If things got too exciting, more lives could be lost.
That was really all they could do, couldn't they? But it was so noticeable, they might as well have not been doing that at all. Like sitting ducks, just waiting for someone to order them around, their presence here would be one of the notable stains on the planet, rubbing into their reputation.
Much more than it already had. Their kind had been here a day too long, and while she had yet to hear of anyone foolish enough to mimic them, it was just about time, wasn't it? If the Saiyans could best them so easily, and these humans could just stay here like Namek's current state, then what else could have been next? Nothing significant had been done for the empire since the rule of Lord Bris, and staying out of affairs, clearly wasn't the right direction.
This wasn't some kind of vacation home to stay on. Wasn't supposed to be some kind of second alternative. They were meant to be feared, and to be cautious around, no matter what pitiful comfort others had in their power. Not just tossed around used, and be less of a threat than any one of those monkeys.
"A tragedy for certain."
Run off of their own planet, he says. Not abandon the planet and leave it to die. That Vampire's city was the only one that had been left standing. Everywhere else, there was nothing more than buildings that had toppled over, with the kind of filthy air one could have easily choked on.
Though he wasn't at least wrong that it shouldn't happen again. They should die with the rest of their planet, if they were going to do anything. It was a mistake in the first place that there was any survivors at all, who had wished to come here of all planets, hate for those monkeys or not.
"Oh, I'd only wished that had been true. Certainly would have inspired someone else to take rule by now. He left with some Kold Demons, and failed to return when he was needed most."
With or without his presence, he was still technically the ruler of this planet. And it was based on technicality, that she was sure no one but any foolish Kolds had chosen to try claiming the title for their own. The result of which wouldn't be properly recognized, without overcoming what Lord Bris had.
She had already done so herself, which meant there must have been some Kold on this planet, who had done the same, and actually wanted to possibly die to those monkeys. It was one thing to be defeated by one of their own, but to die by any other being would kick off so much laughter at such an expense.
Had they been any other being, what had once been the empire of Lord Bris, would have quickly crumbled. What these humans could even call an alliance, wouldn't even exist, as one-sided as it was. If there was to be any agreement at all, it was the other side who'd get the short end of the deal.
However, if this fellow hearing such a thing would encourage his kind on hurrying up their repairs, than all the more better. Even if she knew that Vampire would hardly allow such a thing. That whole fiasco with trying to claim the role of queen in the first place, was well due for a disaster waiting to happen.
"However long it takes, those Saiyans would have to be rather daring to come here once more. But it takes quite some effort to figure out what they're planning in the first place. An actual end goal in sight."
Two planets of their own, they had already gone through, and for what?

A tragedy. Yes he supposed it was a rather apt description of the events that had recently transpired on Earth. Considering the amount of suffering that they had been through, Lumis felt like a new word needed to be invented to describe their current situation and the events that got them to where they were.
Lumis just stared incredulously at the Kold Demon as it told them what happened to their leader. It was as simple as mundane as that? He hadn’t been killed in some grand battle?
“He left? You mean he just straight out decided to depart? Or did he just take some Kold Demons out on some kind of mission and just vanished?”
A ruler just up and leaving for no reason was just mind boggling. Holly never quit despite everything that was being thrown at her. Speaking of that, the Saiyans sure did seem to get around. Still there was one thing that was clear about them.
“Regardless of why the Saiyans behave the way they do, it seems certain that sooner or later they will invade another planet. The best way to deal with them is to prepare for that eventuality.”
Coming from a human, it was to be expected. They never really fared well in listening, and were persistent in the way she was positive couldn't be explained. The number of their kind could very well have gone near extinct, and they'd still see some sort of light in the end.
It would be a peace of mind to be rid of them entirely, for more than what she was already seeing around here. The planet might have been seen as neutral now, but it only took one action to change that. Any of the other Kolds here, could have taken what she had in mind to do, away from her.
But doing so would mean the possibility of being a laughingstock, when the Saiyans or whoever else wanted to take advantage of them next. There was no buying the idea that it wouldn't happen. Just how much of a public display it would be, and how forsaken the gods were to them, not sending someone who could have been the kind of leader Lord Bris was. She wasn't meant to rule a planet, as beneficial as it could have been, if it was done right.
All the nonsense that came with the title, she had seen enough from that Vampire just what that world was like. There wasn't a choice in putting up with it either. Just going around to destroy things like some brute after winning, would do nothing but have the others whine about the conditions.
They weren't meant to live in poverty, and it was expected they were able to taste the finer things in life. Everyone else in comparison, she could have really cared less about. This wasn't their planet, and they didn't need to accommodate their kind at all. Just drop whatever supplies they were here to exchange, and have them move on with their lives. This place wasn't meant for them, and should have been hostile territory in the first place.
There was just so much fun in having that kind of atmosphere, than it was having people take advantage over them, like peeling away at a banana. It would always be the fault of those apes too. She and the other Kolds were possibly never going to blame it on anyone else, knowing those Saiyans were supposed to have served them, instead of the other way around. Made her wonder just what the earlier days of the empire had been like, having such control.
"A departure, yes. Nothing anyone else wouldn't have done mind you, though we're certainly surprised he's managed to have lasted as long as he did."
Why run an empire that was likely to be taken over in the first place? It was truly amazing he really did get so far, and still hold the kind of confidence that made it hard to tell if he was bluffing or not. It was only under anger, would she have ever talked to a monkey the way they really were.
The way this one had seemed to be implying, he had expected something much more to happen. But if that was the case, they would have been made into slaves, or be dead by now. Those Saiyans could have really done that too, while she had been gone off planet for training. But all they wanted was that tree.
Though it was really hard to believe anyone, especially someone who looked so human, could really be surprised that someone leading, had just decided to give up. Clearly, if he didn't know much about her kind already, he was only proving how much their reputation could have been, with some guidance.
The only other thing she had really hoped for with this plan of hers, beyond getting rid of them, and showing her kind was still capable, was that she'd be able to inspire some Kold to go up against her. Because she was going to give them an awful time, when she had succeeded. Called out how much they really slacked off, if someone like her, who wasn't even close to being considered a noble, had the decency to be the one to work on taking back their reputation.
"A little advice that it's harder than you'd think to keep them down. They're quite like humans when it comes to persistence, you know."
It really was a laughable idea of the humans trying to keep up with just about anyone. Even with that Vampire watching over some humans, they still never managed to grow strong enough to make something of themselves. She didn't like it, but those monkeys wouldn't even have to try to be more annoying.
The history between them and her kind was really too deep to move on from. No other being were likely to offend her or any Kold just as much. The Vampires might have had their own place, but they were far more tolerable than what was usually made out of them. Though they were unlikely to pick sides after all. That helped more than anything, knowing they didn't dive their noses into any business unnecessary. If a planet was to die without their help, then it would be left that way. It would only become a problem if that woman really wanted to have her kind stay here. She knew far well it'd upset her.
And she'd hate how unbearable it could likely become.
