A pair of Raiten-ryu, Gouka-ryu is a fire based school that focuses on fluid strikes. The stance is reverse of Raiten-ryu. If Raiten-ryu stances focuses more or striking, Gouka-ryu’s stances usually are more for wearing down enemy’s defenses. The technique surrounding Gouka-ryu focuses in concentrating the ki around the user to empower self or to be transmutated into flames, a reverse of Raiten-ryu’s enhancing one’s ki to form explosive attacks. Beat founded this school after he felt there's a limit of what Raiten-ryu can cover. To make up for that weakness, Gouka-ryu is created. The school itself is ironic in a sense that 'Gouka' doesn't just mean 'Hellfire'. Without the kanji, it can also means 'World-Destroying Conflagration' or 'Effect of Karma', thus the thematic of the techniques.
Gi: Like Raiten-ryu, Gouka-ryu users can have their body tattooed with special tattoo that blazes up whenever the user gathers the ki around them. The tattoo shaped like tribalistic flame. If the Raiten Ryu have the kanji “Rai” on the deltoid, Gouka-ryu instead have the kanji “En” on the back of the palm.
Fighting Techniques: [BG] EST-1 Bond of Flame: Ki sharing technique. Gives an ally 1 point of stamina from self's stamina pool.
[INT] PT-2 Karmic Pyre The user imbues their techniques with power to chase out ki signature. [Once per thread only, the user can imbues [Chasing] effect to OT and VT techniques, including the specials.]
[ADV] SVT-2 Burning Break The user gathers flame on their body, engulfing it and launches themselves to the enemy, causing a massive explosion. [60% damage, AoE]
Tech:
SPE PT-1: Everburning Ashes In situation where the user have 0 stamina, the user can meditate and gathers the ki around them to restore their stamina by 2. [When idling at 0 stamina, restore the stamina by 2 points] SPE PT-2: Everburning Embers In situation where the user have 1 stamina or lower, the user can meditate and gathers the ki around them to restore their stamina by 2 [When idling at 1 stamina or lower, restore stamina by 2 points] SPE PT-3: Everburning Blaze: In situation where the user have 2 stamina or lower, the user can meditate and gathers the ki around them to restore their stamina by 2 [when idling at 2 stamina or lower, restore stamina by 2 points]
SPE EOT-1: Blaze Line Basic fire technique, the user conduct ki to the ground beneath them, causing line of fire to erupt [30% Damage] SPE EVT-1: Flamme Rouge The user punches the ground, then blast of flame in cross shape appeared under the enemy, blasting them with intense flame [40% Damage, Burn] SPE EVT-2 Explosion: The user follow up the same movement from Flamme Rouge with extra twist. They gathers ki on their palm and shape it into a spear, tossing it at the enemy and creating explosion that will burn the opponent. [80% Damage, Burn]
[P-ULT] From Ashes to Flame: The user can immediately restore their stamina by opening their inner reserve of ki, thus revitalizing their tired body (although doing nothing to their wounds). Upon using this technique, the user's ki explodes upward like a pillar of flame. An extreme concentration is needed even though it only took a moment, thus unable to be used while clashing. Due to the stamina surge, the user is also not allowed to use any sort of offensive technique. or other grand techniques such as ultimates or finishers immediately after using this technique. This technique is slightly less effective on those who died, or those who mainly uses magic instead of ki, thus a full stamina recover isn't possible. [5 stamina refresh, but the user is not allowed to use any other ULTs, FIN or Offensive Tier Techniques (OTs and VTs) in the same turn. They're also unable to use it during clashes]
[E-FIN] Hinokagutsuchi: Only usable as counter of special, ultimates or finishers. Immediately after the opponent used their technique, the user gathered ki from the nature to create a massive fireball, only to compress into desired size. The user then releases the flame as all-devouring flame that reduces effectiveness of strike-based technique by 50% and energy technique by 25%. The user's stamina is immediately healed upon it hitting the opponent (by 2 points), but only if it hits. However, its power is comparatively weak, only about 400% charge. [Stamina Heal upon hit (2 points), Able to be used without charging prior, but only in response to SPE/ULT/FIN, Decreases Effectiveness (50% for melee, 25% for energy), 400% charge]

Chaser + Double Power is still too strong a combination. It completely negates Double Power's weakness at that point. You could do Chaser, Double Damage (Which would only count Post-Clash) and Wearing with a 100% Charge. You could then remove the weakness, make it an ULT-3, and we can call it a day.

I don't see how Stamina Recover would help with that. I would call what you want a Stamina Refresh effect, as it essentially restores your pool. I feel they are properly limited to the amazing perk of restoring the pool, but I would like a second opinion.

Techniques are fine as far as the Specials/Fighting Style techs are concerned. Though you have a typo in SPE VT-1 "The user punches the ground the ground" loll so fix that xD
Ultimate is fine. It's new and kinda neat.
As far as the Finisher goes. I'm assuming by Counter you mean Piercing. I gotta say however I won't approve a Finisher with a Stamina Refresh effect. I just won't do it. It negates the cost of a Finisher which is just not okay. If it's like a 2-stamina recover thing that's different and workable I guess. But a full refresh is a no go (and like I said in DMs, the recover would have to be contingent on hitting an opponent).

A passive full restore ultimate? Can he use anything else in the same turn?
Well it's a Passive. So he would be able too. But it's an Ultimate Slot. He can only use it once per topic, and it takes up an Ultimate Slot which is very important lol. Maybe we could have it so it can't be activated during a Beam Struggle, but otherwise is fair game?
